Abstract

Workplace mental health management has become critical for organizations facing rising stress, burnout, and turnover rates among employees. This study constructs a conceptual framework explaining how mental health policies and programs influence long term employee loyalty. A systematic literature review method was applied following established qualitative research procedures. Effective Employee Assistance Programs require absolute confidentiality, easy access, professional providers, and service continuity. Public and self stigma remain primary barriers addressed through consistent communication and leadership role modeling. Mental health leave policies with limited annual quotas without excessive requirements prove effective and rarely abused. Manager training for early detection of mental distress and empathetic conversation skills is a critical program component. Perceived organizational support serves as the psychological mechanism linking mental health programs to affective loyalty. Resource constrained organizations can begin with low cost interventions including basic training and quiet rooms. Program effectiveness measurement requires combining process metrics, mental health outcome metrics, and business outcome metrics. Program design must adapt to specific characteristics of different industries and worker groups. Demographic and cultural factors moderate program effectiveness requiring cross contextual research for generalization.
