Public Health Policy and Adolescent Smoking Consumption in Social and Regulatory Dimensions

Public health policies have been developed globally to reduce smoking rates, including among adolescents who are vulnerable to social influences and tobacco industry promotions. This study aims to systematically review various scientific literature discussing the relationship between tobacco control policies and smoking behavior patterns among adolescents. The approach used is a literature review with thematic analysis of scientific publications from the year 2000 to 2012. The analysis results show that the success of the policy is greatly influenced by the policy design itself, the implementation mechanism, and the extent to which the policy is accepted by teenagers as the target subjects. The increase in cigarette prices, the ban on advertisements, graphic warnings, and restrictions on smoking places have varying impacts depending on individual risk perception, social pressure, and health literacy. Moreover, policy communication that aligns with the demographic characteristics of adolescents has a more significant impact compared to normative approaches. This study provides a foundation for the development of sharper policies targeting adolescent smoking behavior and emphasizes the importance of integrating regulatory instruments and social approaches in preventing smoking behavior at a young age.
