Telemedicine Regulation in Indonesia: Enhancing Patient Safety and Protection

Abstract

The development of digital technology has driven transformation in the healthcare sector, including online health consultations. These services offer accessibility and efficiency, but also pose significant legal challenges, especially regarding the security of personal data, the accuracy of medical information, and the responsibility of service providers and medical personnel. This research uses a normative juridical approach to analyze the legal protection of patients in the context of online health consultations. The results show that regulations such as the ITE Law and Permenkes No. 20/2019 have provided a legal basis, but their implementation still faces obstacles, such as technological and infrastructure limitations, as well as lack of supervision and legal awareness. To improve legal protection, strengthening regulations, stricter supervision, and investment in security technology are needed. This research offers recommendations to ensure effective legal protection for patients in digital health services.
